Do you know why he was soaked? Did he fall in the drinking water? If yes, you probably already did this but you'll need to fix this. Many people add marbles to their chick water pan (if it's just a flat plate like a dog bowl) so they can't fall in and get soaked or worse, drown. Chilled, wet chicks of this age is of course, not good so yes, I'm sorry but he could die if he was wet long enough. But chicks are pretty tough so he may be fine with a little time. Make sure the litter in your brooder is completely dry (change it all out if needed) and re-figure out your waterer so it can't spill and/or they can't climb in it. Also, make sure you've got the heat lamp set up properly so they can get dry and then stay warm, about 90 degrees consistently for this age is about right when measured under the brooder lamp.
For him, I'm not sure what else you can do. Make sure he stays warm and dry, obviously. Maybe some electrolytes in the water wouldn't hurt, normal things like that.
