Please Help - Eggs rocking at 21 days - Is this normal?

I am a mom of three and a school volunteer. One of my projects each year is to hatch the eggs in our school science lab. For the past 5 years we have very sucessfully hatched chickens. To have some variety we decided to hatch Ducks this year. I don't know too much about the differences in their hatching except for the basics of incubation time, temp. and humidity.
The eggs are at day 21 (Temp. 99.5, Humidity 55% (84'Wetbulb), and automatic turner). many of the eggs are rocking, but I have the incubator programmed to stop turning at day 23 (and the temp to go to 99, humidity to 85%) for an expected hatch at day 26-27. Are they going to hatch early? If they are rocking should I turn off the turnerand up the humidity? they candled and looked great at days 8 and 15 but I haven't candled them this week.
If anyone has advice for early rocking let me know, or maybe this is normal for ducks and I am just used to chickens...
