Please help: roo losing feathers on head only

I wonder if anyone knows what's going on with my rooster. In the last few days, the feathers around his head and neck have been looking very "frizzy" and he seems to be going bald around his head.

A neighbor said the hen in with him has probably been pulling his feathers, as they've been locked in, unusually. But would this explain the frizzy appearance and the fact that it's only noticeable on his head?

The chickens are about 3 years old and are housed on a mix of shavings and straw.

If hes not losing feathers anywhere else then it probrably is the hen doing it. How big is the area they are in?

Their indoor area is 4X4. They generally go outside but were inside for a few days while I was away.

What struck me as weird was that the feathers around his head and neck are also frizzed out. Does that still sound like the hen?
