Any pics at all would help! Can you also confirm if the female attacked him? Or did something else get to him? Do you have any other pets? Droopy wings and hard time breathing can be loads of things! But the bleeding legs indicate an attacker, possibly the female as I can see, she is brooding and broody females sometime attack the males badly. I recommend separating him immediately, all nails gone is a terrifying things. Talk to a vet if you can, I'm no expert at prescribing medicine. But seems like he needs to be separate, warm and cozy, possibly not standing on a perch and in a blanket all comfy, some antibiotics, electrolytes and vitamins, and some bandaid to stop the bleedingI have a pair of budgies but the male looks like unwell. I see a lone dowel perch. That's a recipe for disaster. Change that (it can cause bumblefoot and a lot more stuff)I have a pair of budgies but the male looks like unwell. The female will peck at it if he got too close to the nest while playing. But not aggressive enough to cause bleeding. He sometimes get bored and play all over the cage, and sometimes stuck beneath the food bowl.Any pics at all would help! Can you also confirm if the female attacked him? No female should peck a male if he gets close to the nest, are there eggs in there. If you have no other pets then I'm sure it was the female who hurt him. That's a bad cage condition. I reckon they won't live as much as a normal budgie in captivity would. Clean the cage, give natural perches and remove the dowel, preferably buy a bigger cage and give them a variety of veggies. Also did you give cuttlebone in their cages? It's ABSOLUTELY NECESSARY for breeding birdsThis is the photo
