Please help what gender??

From what I can conclude this may be a golden laced old english bantam. Has hen feathering, has never crowed, but the size of the comb & waddles has me confused. At first thought it may be a sebright, but they have small rose combs, not large single combs. Need the help of knowledgeable chicken friends! Any help greatly appreciated!!! Thanks!

Thanks everyone...couple more questions...if its a HE how come there are no tell tale rooster traits like neck and tail plumage and no crowing??? Just curious and trying to educate myself. Please let me know....thanks!!

I've owned birds like that, he's a roo. Seabrights look a lot like that except the have rosecombs.
