At 11 weeks, my Easter Egger girls were getting red in the combs. They looked a lot like this one. My little Cocoa just laid her first yesterday at 21 weeks. This is Cocoa at about 12 weeks. Her comb looked just like the OP's bird.

Time will tell on the gender, but at 21 weeks, your pullets comb looks to me to be considerably smaller than Lynnschicken's EE's comb does.
 
What color was her egg? I have another white ee that is 20 weeks yesterday. Im patiently waiting! Also, what kind of comb is this? Im so new to chickens.

That picture was taken when she was about 11 or 12 weeks old.

LOL! My eyes inverted the 12 after reading the 21. That's what happens when you get old. I still can't imagine a comb on Lynnschickens' EE that big and red on a pullet, but I've been raising chickens long enough to know that there are always exceptions to every rule. I will be somewhat surprised if it turns out to be a pullet, but I've been wrong before, and in this case I truly hope I'm wrong.
 
Also, what kind of comb is this? Im so new to chickens.
This is a funky, distorted pea comb, which is what makes it so difficult to nail down the gender of this EE based on the comb. Without the close up you provided, and given the size of the comb in the original pics, I assumed it had three rows of peas in it, but in the close up it turned out to be a distorted comb without any rows of peas.
