Are the chickens legal? Or is the main concern that there's a noise ordinance?

If some of the neighbors are bothered by the noise, maybe bribe them with some eggs so they look at the flock more favorably?

hm sure, could it also be because we only have hens and no roosters and its spring and they could be in heat looking for roosters to mate? That's what my mom said haha

Hens don't have heat cycles. But since it's spring everyone should either have resumed laying or may be starting up laying, and that can cause some squabbling. Generally when my hens are nosiest are when they're arguing over a nest box.
