So I’m on day 21 3 hatched out of 8 and right now the rest is making the egg full but I candled and put it in water no movement and no pips should I Toss them or not?

No…leave them in the incubator until Day 23 at least. Often they can hatch later on day 22 or even 23. It’s hard not knowing and the urge to keep fiddling with them is strong, but leave them be for now.
 
Do you have pictures of the eggs while you candled them? did you see any movement? day 21 is when they are supposed to be hatching, but it could take till day 22. I wait till around day 23 to check for life by just candling. Can I ask the reasoning behinded putting the egg in water? Ive never heard of that.

It's okay. At day 18, the eggs should go into lockdown.
Stop candling and stop turning them.

From this point forward, the chick needs to position itself for hatch so it can properly pip and zip. There is an inner membrane beneath the shell, and disrupting this stage—especially by submerging the egg—can interfere with gas exchange and can, in some cases, be fatal (most cases).

The eggshell is slightly porous and allows for respiration. The embryo relies on remaining stable so it can orient its head, absorb the yolk, and enter the air cell. Continued movement at this stage can prevent proper positioning and lead to failed hatches.

So place the eggs back in the incubator and do not disturb them. That means no more rotation cycle- nothing.

Hatch timing is variable—while many chicks emerge around day 21, I’ve had healthy chicks hatch as early as day 20 and as late as day 24 (butt crack of dawn).

But I see no movement or sound at all
