Talk with the planning commission with whom you are working to see about getting a temporary variance that wil allow you to keep them until the city ordinance changes are approved.

Make sure you read the ordinance as it currently exists, and look for loopholes.

Contact your local 4 H group and find if there is womeone that you can board your hens with until the local ordinance is changed. They can and may institute daily fines if you keep your birds. Good luck.

I agree - boarding would be a good option. That would still allow you to keep them and enjoy them, and not be so stressed. People often board their horses elsewhere, why not chickens too? Good luck.
