#2 is definitely a girl. Going to need some better shots of #1 to be sure, since the comb colour is making it difficult to be certain.

Since you can't have males where you live, I would go for Sex-Link chickens if you're able. Eight of our 12 are Red Sex-Links, and they are friendly and sweet and very engaging. Mine aren't laying age yet, but they're supposed to be incredible layers.
