they are bantam so does that make their downy feathers different than standard blrw?

Bantam coloring should be the same as the LF chicks. No idea what you have there, but they don't look like any of my BLRW.

no, even the splash blrw have sorta cinnamon shading with chipmunk stripes and pale blue cast down when they hatch.

There can actually be a large degree in variation for chick coloration for BLRWs. It would depend on the line being developed, but I agree that these chicks are a bit too far outside of the variation gradient.

I would say that the breeder may have crossed out their line with something else at some point.

It will be interesting to see these chicks develop, please keep posting pics of them as they grow!
