So my Andalusian pullet has plucked back feathers on my spotted Sussex, dark Brahma & buckeye. The Sussex is bad Ive been cleaning it with vetericyn plus then putting Hen healer multi purpose ointment on it. Am I doing the right thing? The perpetrator is in a separate bin in the garage and the Sussex is in a room in the house.the other two injured are healing already and out in the coop with the other pullets.

Try applying a coating of pine tar hoof dressing to the injured areas of your victims and they can all go back together again as a flock.
As for the perp, research pinless peepers. Don't put her back with the flock until you get them on her. I would then leave them on her for several months and see if that helps.
How much space does your flock have and what is in the space?
What are you feeding the flock?

Do you think she needs antibiotic incase of infection? And For the pine tar dressing how long should I use it? The run is 8x25 L shape around the coop. This happened in the run. And I have 17 pullets and 1 cockerel they are all 7 weeks old

It's small for the number of birds you have and there is nothing in the run.
Consider expanding it if you can.
I would add a truck load of wood chips, lots of perches at varying heights, tee-pee two old pallets together to form a shelter (make sure it won't collapse when chickens jump up on it), put stump arrangements in there and even old wood chairs. I often see old wood chairs left out for garbage collection. I grab them and stick them in my pen. The birds love perching on the lower foot rungs, the seat and the back of the chair. When the weather gets the better of them, I toss them in the garbage and scout out a new one.
The pine tar hoof dressing is thick and has antipruritic, antibiotic and antifungal properties. Apply as it wears off unless the tissue is looking good and no one is bothering it.

I just got that run set up i have put a couple of plants in there already. some blueberry bush strawberry bush, tyme and oregano but it’s still a work in progress half of that is covered and I’m waiting for my automatic chicken door to come in the mail. I’m at tractor supply right now no pine tar hoof dressing, I have to order online.

I just ordered the pine tar hoof dressing online also ordered peepers. I forgot to mention I would mostly be free ranging them as thats what I do with my 8 adult hens. I’m on 5 acres and I only use the run if I’m going to be gone all day or there has been a Predator spotted. Or hubby has to put stuff in the grass.
