Polish cockerel or pullet?

I got this polish a few weeks ago and "She" is about 12 weeks old now. I'm not allowed to keep roosters where I live so I need to figure out if it's a male or female. I am also questioning whether it is a bantam or not because I have other polish the same age and they are a lot bigger. Thanks

Cockerel. If it is the same age and considerably smaller, its likely a bantam. But not impossible that is isn't as well. Could be just slower maturing, but in general a considerable size difference would indicate a bantam in the same age chicks.
