He is a polish/crested rooster that’s the bin we got him from, from Tractor Supply. Thank you very much but don’t assume if you weren't there.

That’s a bad picture but the only one I have since I’m away right now and my father took that one. But he is crowing.

I couldn't see the crest, I'm not saying this is what happened but if he doesn't have a crest than maybe tractor supply sold you the wrong chicken, they're notorious for doing that! Also if he does have a crest than he is not a polish because of his coloring and body shape you would be able to see the crest a lot better.
