Polish Experts can you sex this Tolbunt?

I'm kinda leaning towards Roo by the neck feathers, am I wrong? The crest is not fully developed so it's hard to tell, anyone with any guesses? please if you can. He/she is aprox 9-10 wks

If I'd guess I would say Roo, but either way it is a beauty!!

That bird looks very rooish. Even though the crest is not fully developed, and you're correct not to go by this, the crest feathering looks pretty thin and stringy. But the hackles are the most telling.

I say rooster, because those neck feathers look more like hackles.
