Welcome to BYC. He sounds as if he has wry neck or crookneck. It may have occurred from a head/neck injury, but can occur with some diseases Mareks, Newcastles, Others,) and with vitamin deficiencies. I would put him in a crate/cage for quiet, less stimulation, and put vitamins a selenium in his water. Poultry Nutridrench and Poultry Cell Vitamins both have selenium in the ingredients. Sometimes it takes a couple of weeks to see improvement if they do okay. Here are a few links to read about it: http://www.browneggblueegg.com/Article/Crookneck/Crookneck.html
