Poop and/or Umbilical Cord On Chick’s Butt

I just got 6 Day-Old chicks yesterday and they have all been healthy-looking and acting normally, but this afternoon I noticed one of my Spitzhauben chicks had some poop on its butt, so I wiped off the poop but something else is still on it and not all the poop could come off, so I’m confused if this is the umbilical cord, poop, or poop on the umbilical cord? Should I continue wiping or try something else? Maybe cut it off? I don’t want to hurt it but it won’t come off at the moment without some force and I don’t want to do something lethal on accident since these are younger than 72 hours old. All help appreciated!

I would say leave it alone, it should fall off as feathers start growing. Just check frequently to make sure it is not clogging the vent.........that can be fatal. I use petroleum jelly to remove poop
 
Ok, so this morning I woke up and I think it is feces and not the cord, or at least not anymore. Whenever the chick tries to poop, nothing comes out and it starts chirping really loud and rapidly, like it’s scared. Now should I do something? I’m very worried about this chick, and it’s vent only has more dry poop on it. I don’t want to cut but it’s looking like a very fine option here...Please help!

Pasty butt. Put it in a bowl of warm water to soak it off. Don't be surprised if there is a poop explosion as it clears the vent opening. Do not tug, pull or cut. Just soak off n blot them dry.
