That would keep the feces in one place but wouldn't placate officials cause they just don't get it.
We have something like 92 cities all crammed into St. Louis County, in addition to the city of St. Louis. Every one has different rules. St. Louis allows 4 with no permit and up to 10 with a kennel permit. But in the county it's a mess. The cities are so small and diverse that a person on one side of the street might be able to have 6 chickens, the person across the street may be completely restricted from having them and the guy down the street can have unlimited numbers and roosters. It's crazy. That doesn't even count all the subdivision indentures - most of which don't allow them.
Our StLouisChickens group with almost 600 members has been working to get chickens allowed city by city.
In the last 18 months we were successful in 5 cities and hit a brick wall in 2 others.
2 of our members are in court at present with their respective subdivisions.
The funny thing is that the wealthier cities have no or very few restrictions. 2 of the wealthiest allow roosters.
The smaller and poorer the city the more likely they are to restrict.
I read that 96 of the 100 largest cities in the US allow chickens in some way.
