Possible bullying in my quail enclosure

I have 4 male quail, and no females. All of them share one cage and today I noticed the white one would run away whenever the black one saw it, and the black one would chase it. The black one started making these odd honking sounds too. Any thoughts?

Do they have plenty of hiding places? How much space do they have?

Are we talking about coturnix quail? If so, four males might get along, but they might not.

They’re button quail and they live in a cage about 4 by 1.5 ft and I’m trying to get more hiding spaces for them.

Button quail are usually okay with a bachelor pen. There may be a bit of chasing, but it rarely ends in real violence. If you can make sure they have plenty of hiding places, that will probably solve the issue.
