The brown is def. a rooster he is at it every morning crowing. The white one I am unsure about.. It attempted a crow a few weeks ago but I haven't heard it since... The brown is always intimidating the white one and not allowing it to eat where he's eating and such but still unsure... any thought??

I can't see the tail lol, that affects my judgement...but I would say hen near lay, unless those hackle feathers are pointed and the tail is big and black and pointy...

The hackles look very masculine to me. The white is too washed out for me to make out the shape of the saddle feathers. I'm guessing cockerel though.

I just make a couple tweaks to the contrast and exposure on these photos to bring up some of the detail missing in the saddle area.

I see long thin pointed saddle feathers. He's definitely a cockerel.
 
It was strange to me why the other picks on him and he doesn't crow. I was hoping it was a hen but looks like two roosters from my daughters school experience. Just my luck! hehe
 
A dominant cockerel/rooster can actually suppress testosterone levels in the subordinates. This is why he is not crowing. Eventually he will 'man up' and perhaps challenge the other cockerel.
