Post Office Chick question, Insurance?

So I know express mail automatically insures packages but only up to 100 dollars. Does this count for lost chicks? If so how do you get your money back? if not, why not?
 
The hatcheries that I've ordered from have assured me that if anything happened to the chicks that they would be happy to replace them or refund my money. They told me it is far easier for them to take care of business that way since the post office takes FOREVER to pay on claims.

I was worried in particular this year because I was ordering from a hatchery farther away and that the chicks might not arrive until the 3rd full day. The post office did a great job and got them here in 2 days. And my local post office called bright and early in the morning as soon as the peepers arrived. The hatchery shipped 4 extra and there were only 2 DOA.
 
Okay thx! Im ordering from a breeder not a hatchery so im not sure if theyll Pay or not. So the post office does pay? It is just a pain?
