When adding whole oats, do you have to bake it or can you freeze the home made flock block??

One recipe says to freeze the other says bake. I don’t think it matters as long as you have something that is going to hold it together (coconut oil, peanut butter, etc.)

What are the ingredients? If it's sugar, corn syrup, etc, you can use it... but not much.
