Just curious...viewers part of subject...
...is it the members currently(like, right now) viewing thread,
or ones that are 'watching'(following) the thread?

It's the list of people that have viewed the thread.

I think it’s those whom have viewed the thread period. Whether they reply/watch it or not, it shows up.
