FYI, NPIP is a program that certifies a healthy flock. So a breeder or hatchery will voluntarily submit and application and then go through the process to be NPIP certified. You can see what breeders and hatcheries are near to you if you wanted to pick up in person. Also, you might be able to get started pullets of a particular breed that you might not be able to get from a hatchery.
