No not Peta, please.In my state, cruelty to animals covers animals, birds and fowl. Start with local Animal Control or SPCA or your state's Department of Agriculture. The veterinarian division of the DOA is who is supposed to investigate cruelty to animals. I can't imagine how painful those beak wounds are to those ducks. There's no reason why such cruelty should not be reported to the authorities.

Maybe buff orphington. Can they loose the green shine if malnourished?They aren't Rouen look like either Saxony? the eye stripe looks Saxony body coloring make me think Welsh Harliquin.

Maybe the dog eat a duck was an accident I have a dog that I rescued from a very abused home...and she ate one of my chickens...on accident things happen.someone at least report this guy to the police! we can't have someone around who wires animals shut, lets his dog eat one with no care in the world, or anything that guy does. you really need to call the police, or what @GranderTheGander said about reporting it.
If you look at the saxony, they are like a brownish grey. Hatchery stock doesn't always look exactly like the pics shown. But, you could have a mix. The females look like saxony. If you scroll down, this blog shows a drake with similar head coloring as yours.These have brown heads with no shiny color. Do Saxony come with brown heads also?
These are chunky like Pekin size.
So many duck's to look at online.
