Preparing to build a new coop

I am looking for any input/ideas/concerns/whatever. I had a mob of 4 raccoons break into my coop the other night, they peeled back the metal roof like it was a sardine can, and their weight caused the walls to start to buckle. (it was an old metal shed on a almost deck platform). I was hoping to hold out on when we moved, but, clearly that isn't happening.

Here are my thoughts: I want a cement slab to put it on to start, and then I was thinking both inner and outer walls with a layer of hardware cloth in between. Does that seem to be "too much" predator proofing or just right? I don't even know where to start with doing this, we are likely building it ourselves and I have SOOOO many questions. All I know is I haven't slept in a week and I'm over that.
 
If you're in the city, check the ordinances. Some cities state if a coop has a concrete foundation, it's considered a permanent structure and subject to needing a building permit....(That IS, of course, you tell them ;) )
I am in the middle of nowhere, but still probably worth looking into! Thanks!
