For a second I thought it was my NIebhor, then he stopped istead of trying to outrun the cops . so i knew it wasnt him!
I would have to say that it's scripted...there are no patches on the sleeves of the "officer's" uniform, though I guess there could be places that don't have them. I'm not buying it.
