Prevent Quail Drowning?

I had 4 quail in my brooder, and the youngest was really small and frail. He might've had something wrong with him because he kept running into walls, and I had to keep leading him back to the heat source. I'm not sure what was wrong with him, but he drowned in the 1cm deep water dispenser last night at about 32 hours old (estimate). I tried, but I couldn't do anything to help him at night.

How could I stop this from happening to the others, and does this need prevention?

These are the kind I use. Eventhough, they are suppose to be 'drown proof', I have had a few commit suicide in these before, so "no such thing as "drown proof" or should I say "suicide proof".

For my quail chicks I used jar lids… like the shallow ones from spaghetti sauce or pickles & I still put pennies on the bottom. I use those for the first few days and just refill them often from a squirt bottle I keep near the brooder. It’s not the most convenient by any means but they are just so tiny and they run around like wind up toys with no regard to their surroundings.

I’m sorry you lost one. Quail are the worst at finding ways to injure themselves.
 
The pic isn't that great....the depth is only about 1/4" and 1/4" in width but I've had chicks drown even in that small space.
Idk how it happened honestly but it did. How can one drown in such a small space? How can it even fit in there?
