jdw, i agree that it gets really frustrating at times dealing w/beauracracy that feels the better good is served if some agency gets to tell you what you can and can't do on your own property. i've read here where people w/no neighbors near can have chickens because of some sweeping ordinance. we just have to push against it when we can. we'll win some and lose some.
i'd love to get into the discussion on all things ridgerunner brings up, but i know this place is about chickens, so i'll hold off.
