We ended up putting up snow fencing around the entire garden. My husband left the ends to where they swing open wide enough to get his tiller in and out.

Plastic mesh or wood slats?
That should work pretty good, top edge not conducive to birds landing on to go over.

Plastic mesh. It has worked perfectly and it easily opened and closed when using metal t-posts to fasten it to.
