Pullet bullying

What can I do to a pullet that walks after one other pullet that grew up with her and plucks her feathers out

The other pullet is very afraid of the one who is plucking her.

Why is she blocking her,why did she never do this before? Why start now? Can I do something to stop this other then separated them (I already separated them) but will the bully not just bully someone else tho?

There are these blinders you can buy that solve the problem.
Your farm supply store may have them, if not search online.
You should be able to find some easily.
A feather picker can not be cured of the habit, comercial egg factories clip off the end of the chickens beak to stop the plucking. I would rather do this.
