I think its a pullet.

My splash maran hen was like that when she's a pullet. I was so confused about her gender until she laid an egg.

I’ve got a black/blue copper maran and her comb is a lot smaller but tbh they could be hybrids as the breeder had a mixture of birds

By that age, I’d assume a cockerel would show saddle feathers. I change my vote
