Pullet or cockerel?

Definitely looks like a pullet! Her tail feathers indicate that it is not a rooster. Dominiques have rose combs, regardless of sex, which is what your beautiful lady has!
Don't you see the male saddle feathers?? And the comb, wattles, among all the other clues? This bird is a cockerel.

As an owner of Dominiques I can assure you that this is a cockerel. 3 month olds have no full sickles yet. Tails aren’t a tell anyways. But this young boy has clear male tail feathers AND a male pattern AND huge red comb and wattles.
Here’s a three month old pullet:

The comb is just the breed. My hens have this kind of tail. Also, if the size is an indicator, it's a pullet. For this breed, males with a lot more. Again, I'm not positive. But to me, it looks like a hen. Below is a picture of a hen, and its tail feathers look similar.

You need to look at the secondary male characteristics as discussed in posts above. Especially the neck (hackle) feathers and saddle feathers it’s quite evident.😊

Tail feathers are meaningless.

It's the hackles and saddles that tell the tale. :)

That is an ADULT HEN with short rounded tail feathers. Not at all the same.
Yes, the comb type is the breed. It’s a rose comb. But this is a cockerel’s comb, clearly.
I have no idea what you see here.
