Pullet plucking others

I have a seven week old Andalusian (or isbar) pullet that seems to be plucking and eating the back feathers of the other 17 chicks. Both my Andalusian and Isbar are splash so I’m still unsure who is who. She does not seem to be aggressive when she does it to the other pullets. Only walking up to them, pulling feathers out, eating them, and repeating. She is also only doing it during the day when they are in their run which is quite spacious (8x25, in an L shape around the coop) so I don’t think space is the issue. Is this a problem I can fix or will she do this forever?

I currently have her separated from everyone else in the garage where she can’t see or hear them (everyone else is in the coop). Nobody else seems to have developed this behavior.

The first picture is of the attacker (who I am assuming is the Andalusian) and the second is of who I think is my Isbar. If anyone could help me identify them as well I would really appreciate it. I have another blue Isbar that is a cockerel(?) who looks pretty similar to the second one. I added a picture of him(?) as well if that helps.

What do you feed?
 
Put blinders/peepers on the pullet and put her back with the others. She wont like them at first but will adjust. If you dont put peepers on her, the others will eventually copy cat her misbehavior. Then you'll have a flock of feather pickers, not good.

I ordered the peepers today. May take a few days to get here
