Pullets vs. cockerals and feathers...

Do pullet's feathers some in more quickly than cockerels? I've never noticed this before but I have a crowing, chest bumping, 10 day old frizzle cochin chick who's feathers are about 1/4 as long as it's hatch-mate...another frizzle cochin. They chest-bump and squawk together so I assumed they were both cockerels. The feather difference is VERY striking, though.
 
In my experience with the cochins the hens seem to feather out more quickly then the cockrels. I have a batch of brown/reds and still have a roo that has a whole lot of fuzz at over 2 months old while the rest are all feathered out.
 
Thanks...that's what I was thinking as well. The longer feathered one really tries to act more like a pullet but the little crowing cockerel is constantly bullying her into a play fight. (I haven't seen him grab her by the neck yet..
