Pulley or rooster?

This is my Rhode Island Red pullet. She/he is about 8 weeks. I can't tell if she is a hen or rooster. Any ideas?

I would say I think she's a pullet. Her comb still seems small. A roosters would be larger.

Pullet not a cockerel. You can see the hackle feathers are rounded not pointed.
