Pupal malformation/blindness

1) What type of bird , age and weight (does the chicken seem or feel lighter or thinner than the others.)
Bantam Speckled Sussex 4 years old and Chantecler 4 years old don't know if a weight change in either.

2) What is the behavior, exactly.
The pupal of the eye is cloudy and you can tell they can't see. It started with the bantam last summer and now is hitting the Chantecler within the last few days. I've picked up the Chantecler twice today and she usually stays as far away from us as possible.

3) How long has the bird been exhibiting symptoms?
Bantam-almost a year
Chantecler- I noticed it this morning

4) Are other birds exhibiting the same symptoms?
Just these two for now

5) Is there any bleeding, injury, broken bones or other sign of trauma.
No

6) What happened, if anything that you know of, that may have caused the situation.
I was hoping it was cataracts with the bantam and since none of the others were showing the same symptoms, until now.

7) What has the bird been eating and drinking, if at all.
The bantam is usually the first one to the food in the mornings, the other I'm not sure.

8) How does the poop look? Normal? Bloody? Runny? etc.
I'm not noticing anything off

9) What has been the treatment you have administered so far?
Nothing but Tylan was suggested just as a precaution which I've started looking for.

10 ) What is your intent as far as treatment? For example, do you want to treat completely yourself, or do you need help in stabilizing the bird til you can get to a vet?
As much as I hate giving injections we can't afford to take a chicken to the vet.

11) If you have a picture of the wound or condition, please post it. It may help.
Pictures of each will be posted after this.

12) Describe the housing/bedding in use
Haven't had a chance to clean out the winter bedding so it's pine shavings and straw in the two coops and dirt for in the run.

I'll of course take any suggestions on care/options on what to do but I'm mainly just looking to see what your options would be as to if it's Meraks or not. I'm still researching more on that right now but don't want to put all my time into (ocular) Meraks to have it turn out to be something else.
