PVC pipe cleaner off a car?

My sister seems to have her fair share of bad luck with her car.

He Ex husband just covered her hood and drivers side door with PVC pipe cleaner ( the purple stuff)

Is there anything that will take it off and not damage the paint too bad?

Edit - To say I do not think the cleaner comes in purple... I think it may be PVC primer.

I think before I cleaned it off I would take documentary photos and call the cops about destruction of property. Her ex shouldn't be touching her car.

depending what type of pipe primer it is it is made to dissolve the pipe so it can bond better when the glue is applied. I would guess unless it has/had an emron paint job( made of epoxy) it would have absorbed into the paint. I suggest going to a good body shop to see if it can be cleaned.
