This is for a Canada Goose family. I never feed the goslings, they get no oats. When could I feed them oats, they are getting pretty old now, 2 months old?

I'd say your safe. Are these your geese? what have they been eating or have they just been grazing since hatch? Where are they on wing feather development? angel wing usually starts right around the time they begin growing out their flight feathers.
I really don't think oats would cause angel wing you could try a mix of oats and wheat. But young gosling out on grass foraging with their parents aren't going to over do one specific food. And bread it the big culprit with most wild water fowl since so many feed it to them. So give them a little oats along with their parents. You'd actually be feeding them much better than most who bring stale white bread to fee geese and ducks.
