quail acting really weird

I hatched quail out about 7 weeks ago and this afternoon when I checked on them I saw its head was hanging down. It was not "stargazing" its neck looked like a hunchback and its head then bent downwards to the floor

What type of feed are they eating? Are any others acting odd?

Is it able to lift the neck at all?

Looks like it's missing feathers? 7 weeks is about when males start becoming adults. Though I've never seen one like this before.
