Could be sway neck. Can it still eat and drink, is it always down or only occasionally? Do you have them on game or turkey starter? Quail are prone to neurological issues and often end up with nutritional deficiencies because it's hard to find the proper feed. They can also injure themselves by running around or when they're frightened and they pop up.
