I have one quail who is bullying others all of the sudden. She bullies all but one quail. I can't tell if this is a female quail or not. The grey colored quail is the bully. The one by her is the only one she doesn't bully.

How many quail do you have? How much space do they have? How old are they? I can't tell about your bully, but the other one is male. How many males to females do you have? All of these things are factors.

I have 6 quails. 3 nesting boxes in the nesting area.. as far as I can tell I have 2 males. A speckled Italian and then that one. The grey one has a pattern all the way down her belly.

6 quail that space and 2 are male , the double male is my guess but nabiki is better informed on coturnix

You have one too many roos. 8 weeks is right around the time the hormones are super active and they are at their most violent. I would separate your aggressive hen for a day then put her back in. A time out will often help when the bird hasn't been aggressive before. It doesn't always, and at that point you will need to decide whether to keep her or not.

The ideal ratio is one male to three to five females. Unless you have a very large area, there should only be one male per pen.

Unfortunately it looks like you might have to rehome one of those roosters. :(

Closer pics of each quail could help some of the people here tell you which are males and which are female.

I'm not able to get a picture now but from my own research I can tell that I have mainly females.

The female mounted the male that I pictured above today.. I separated her 2 times already and she's still very aggressive with the other quail, except for this one. It seems like the male quail is not interested in her.

Can you post a picture of this one's chest and head? It sounds like "she" might be a "he".
