Quail cage

I've built a cage outside for my quails quite big with a place for them to hide and sleep since its summer and its getting quite hot could I release my 4 week old quails out in that cage or do I have to wait 2 more weeks I'm in england and at night its 7 degrees outside and during the day around 20 degrees quite sunny and bit of wind ALSO is straw okay for bedding in cagw

Typically can take heat lamp away at 3 weeks and move outside at 4 weeks safely with coturnix
