Quail chick can't move leg

One of my quail chicks that hatched yesterday can't move its one leg. Or well it can move the upper part(feathered part) but the skin part is no moveable. I was wondering what I could do to help it, if there is anything. So far it is using its leg like a paddle to help it move forward. I do not think there is anything that can be possibly done for the leg. So any advice? I would really prefer not to cull, this baby seems to be a fighter. And it is still in the incubator, but I set up the incubator as a personal brooder for it (all the other chicks are in a different one, didn't want this one getting trampled.)
 
I would maybe wait one day and see if it was getting better and if not I would cull. Hope someone can give you better advice though, I have never had a chicken quite like that. Good luck!
