Quail egg question

Hello all,
Went to see a neighbor's quail setup tonight in hopes of getting eggs from him to hatch and begin my quail journey. He very graciously let me look at his setup which included slanted trays and many eggs visible. He has about 20 birds split between two cages.
About 1/2 of the eggs looked almost waxy, dull, not as lustrous as the others. Visibly different. Wondering based on what I have read if this is a sign of a calcium deficiency? He also let me know that he has a hatch rate of about 2 chicks out of 30 eggs but isn't sure if this is user error on his part with his incubator due to turning/humidity levels.

After seeing the setup, wondering if I have anything to be concerned about and maybe should not try to hatch these eggs and instead go with Myshire farms. Sucks because he's close and local but a little nervous after seeing eggs.
