Quail eggs not hatching!!

No I did not - wasn't confident I knew what to look for
Just hang in there a few days past due date after which you can assume you might have to try again fresh. Shipped eggs are always iffy and if some were already broken you can guess the poor eggs had a rough flight.

Eggs began to hatch this morning. Up to 22 hatched. I read somewhere that the hatch is a total of 10-16 hours for valley quail - have you heard similar? Thank you

I'm glad you hung in there for a few more days. I'm a coturnix quail person; they hatch a bit faster than valley quail. Even then, 24 hours from pip to pop is possible.
 
Valley quail take 24 to 26 days to hatch.
Some may hatch early, some on time and some late....depends on how the heat is distributed in the incubator, even with forced air units there will be cool areas and hot areas in the incubator.
Plus, it may also depend on what day you counted as the start date....the day you put them in the incubator should be counted as day 0, after 24 hours in the incubator it will be day 1.
