Does anyone know of a hatchery that sells quail chicks with a minimum of five or less, and has shipping under $20?

Yes, but can't find anything like the requirements I am looking for.

What kind of quail? Cmobley maybe right. Quail eggs are easy to hatch in an incubator; depending on the specie. And, depending on the specie, they grow and mature quickly. A simple incubator is easy to make (my seventh graders made one out of a foam bait bucket and they hatched chickens in it). I've hatched pharoah, button, and bob white quail in an incubator using shipped eggs each time; the hatch rate was pretty good.
You can find plans for how to make an incubator on the net.

Quail chicks can't regulate body temp til they are a few weeks old so most hatcheries have minimum order requirements on chicks so there will be enough chicks to survive the shipping. Five probably isn't enough

Unfortunately, quail chicks don't ship well. Check Craigslist and on here for someone nearby.
