Quail in portsmouth va

Hello I'm looking into getting some quail for my house in Portsmouth, VA. I know up to 6 chickens are permitted with a permil, but what about quail? Does anyone have any experience or suggestions? I grew up out in the country with all kinds of fowl so I'm used to raising them and I'd love to be able to do that again now I'm moving into my very own house.

Quails are amazing,and what’s even better they don’t need much space,u should look forward anyways
