Hi, I recently finished building my quil incubator. I know I need around 100 degrees, but the closest I can get without going way over is 98.4 degrees. Is this an ok temp. And BTW I made a still air incubator.

that's too low for a still air, you need 102° at the top of the eggs (thermometer laying on top of the eggs).
 
The embryo will start developing at any temp above 85°, depending on how low your temp is your hatch date will be delayed and your hatch rate will also be effected.

I'd try to add a small fan to help your situation.
