Quail not laying eggs.

I think it’s a combo issue as others have said, Quail are picky and timid, and don’t respond well to being moved around a lot. The feed you’re using is too low on protein, i feed mine 24-28% all stages and they are healthy and strong, and lay like crazy. Just give them one constant place to live, with plenty of hides, they don’t like being dragged back and forth to new places, also keep in mind they don’t have a set pattern or place to lay, if you aren’t finding the eggs before the chickens return to their coop, the chickens may be eating or destroying them before you get them.

Also, if you want a quick hide for the meantime, cardboard boxes like Amazon work a treat. I just chop some holes in and mine scurry in and out and lay in them as well. I also have wood boxes, and they like those as well.
 
I think providing your quail a good quality gamebird feed with much more protein than the current feed will help. The first ingredient in that stuff is processed grain byproducts, which is a very general term and can just be a bunch of junk. They need more protein and calcium.
 
How old are they? If they are brand new layers they could just be inconsistently laying to start.
You could switch all your birds to flock raiser + oyster shell if you want. That would be fine for chickens ducks and adult quail.

they are about 2-3 months old
 
My record holding hen took 15 weeks. I fed her mealworms, which started my other hens laying, but nope. This one just took her own sweet time. Yours are still young, and the advice everyone is giving you about adding protein will keep them laying.
